By the way, the Ukrainian delegation expressed the idea that it probably makes sense to talk about the security of both Russia and Ukraine in the context of pan-European security," Putin told journalists.
The political regime in Russia is based on the constitution and is legal, which cannot be said about Ukraine, Russian President Vladimir Putin said on Friday.
"Our political regime is based on the constitution of the Russian Federation and is formed to rule strictly in accordance with the fundamental law of the state, which cannot be said about Ukraine," Putin told reporters.
During a meeting with Belarusian president Lukashenko, Putin said that he positively assesses the results of the Russia-Ukraine peace talks and prisoner exchange.
"The main thing is to eradicate the causes that gave rise to this crisis. This is the main thing," the Russian leader said.
Moreover, he added that Russia, in general, believes that discussing the Ukrainian settlement in the context of pan-European security would be the right thing.
"Basically, we can wait if the Ukrainian leadership believes that now is not the time, and we need to wait. Then we are ready to wait," the Russian leader also said.
It is necessary to discuss steps to achieve long-term, lasting peace in Ukraine without any time constraints, he added.
"All this together should be discussed and become the basis for a long-term, lasting, without any time constraints, peace," Putin told reporters.

"If he wants peace, he must join carefully, thoroughly. This is a military clash, and he cannot give out orders there," Lukashenko told reporters.
The Belarusian president urged the parties to sit down at the negotiating table instead of "throwing stones at each other."
