Ghana's President Mahama Plans to Introduce Regional Quota System for Security Service Recruitment
The initiative aims to address long-standing imbalances where recruitment processes favor urban areas and individuals with political connections, Mahama stated during a "Thank You Tour" durbar in Juaboso.
While decentralization and regional quotas are pending financial approval, each region will have a fixed number of slots, and politically influenced lists exceeding the quota will be rejected, the president said.
The policy addresses public concerns regarding the transparency of security service recruitment, where rural youth often feel disadvantaged by "protocol" arrangements that favor the well-connected. The initiative aims to:

🟠ensure regional balance,
🟠restore public trust.
The Ghana Armed Forces, Police, and other security agencies are expected to adopt the regional quota system.
