What Can Singapore Learn From Rwanda?

At the ATxSummit, Rwanda’s Minister of ICT & Innovation, Paula Ingabire, shared how Rwanda is closing the digital divide—with lessons worth noting even for tech leaders like Singapore:

Inclusion by design: Rwanda’s digital strategy looks beyond gender—addressing access for rural communities, people with disabilities, and other marginalized groups;

Bridging access gaps: All government services are online—but that’s not enough. Middle-ground agents now help rural citizens access digital services despite cost or connectivity barriers;

Rwanda Coding Academy: To tackle gender imbalance in tech, Rwanda launched a high-level academy with a 50/50 gender intake—encouraging girls to choose tech early as a career path.

Representation matters: “Who are the role models?” Minister Ingabire asks. Inspiring the next generation starts with showing them what’s possible.
