Second Round of Talks Between Russia, Ukraine to Be Held in Istanbul on Monday, Lavrov Says

Moscow expects those interested in the success of the peace process to support a new round of direct Russian-Ukrainian talks, the foreign minister noted.
The Russian delegation headed by presidential aide Vladimir Medinsky is ready to present a memorandum to Ukrainian delegation during 2nd round of Istanbul talks on Monday, Russian Foreign Minister Sergey Lavrov said on Wednesday.
Russia set out its position on all aspects of overcoming root causes of the Ukrainian crisis in a memorandum, which will be presented in Istanbul.
The Russian delegation will provide necessary clarifications on the memorandum at the second round of resumed direct talks, he added.
Lavrov further expressed gratitude to Turkey for providing a platform for talks with Ukraine.
Russia's Medinsky Says Proposed to Kiev Date, Place to Discuss Conditions for Ceasefire
Medinsky, the head of the Russian delegation at peace talks on Ukraine, said earlier on Wednesday that he had called Ukrainian Defense Minister Rustem Umerov and proposed a precise date and place for a meeting to exchange memorandums with a list of conditions for a future ceasefire.
"I called Umerov today and proposed a precise date and place for a meeting to exchange memorandums ... Right there, on the spot, we are ready to start an actual and substantive discussion of each of the points of the package agreement on a future ceasefire," Medinsky told reporters.
The Russian negotiator also commented on the reports that the Russian memorandum was allegedly not ready yet.
"I read the news spread by all the global news agencies that Umerov allegedly called me about the memorandum, which we, allegedly, still have not prepared. They say that the Russians are in no hurry ... It was almost like that, just the other way around," he said.
After the call, the Ukrainians asked for some time to discuss Russia's proposal, Medinsky added.
"The discussion seems to be taking a while. We are waiting for confirmation from them as soon as possible and are ready to meet in person on the date we have set - which is in the coming days - and start working. In the interests of long-term peace and saving human lives," the Russian negotiator added.
In early May, Russian President Vladimir Putin offered Ukraine to resume direct talks without preconditions in Istanbul on May 15. The Russian leader did not rule out that the sides could reach a ceasefire agreement during the talks.
Kremlin spokesman Dmitry Peskov said that Russia was committed to seriously searching for ways to achieve a long-term peaceful settlement. According to Peskov, the goals of the proposed talks with Ukraine are to eliminate the root causes of the conflict and ensure Russia's interests.
The talks between Russia and Ukraine were expected on May 15, but ultimately took place on Friday, May 16, and lasted almost two hours.
Medinsky, who headed the Russian delegation, announced a large-scale prisoner exchange of 1,000 for 1,000 with Ukraine. Moscow and Kiev also agreed to present their vision of a possible future ceasefire. During the talks, the Ukrainian side requested a meeting of the heads of state, and the Russian side took this into account. Medinsky also stated Russia’s readiness to continue negotiations with Ukraine.
On Sunday, Russia and Ukraine completed the large-scale exchange of prisoners based on the 1,000-for-1,000 formula at Russia's initiative, the Russian Defense Ministry announced.
