Ukrainians are striking Russian social and civilian infrastructure facilities, and Russia's strike against military targets in Ukraine is a retaliatory one, Kremlin spokesman Dmitry Peskov stated on Monday.
Russia strikes only Ukrainian military targets, but Kiev targets civilians and thus commits war crimes, political science lecturer at Ebonyi State University Dr. James Agena told Sputnik Africa.
By targeting civilians, "the Ukrainian forces are acting against the rules of engagement in international conflicts," the speaker pointed out.

"Letting combat units attack soft targets, it's a crime against humanity," the expert emphasized.

Russia, as a global superpower, respects international rules, he pointed out.

"Ukraine is playing a deceptive role in this crisis: not to be sincere with the negotiation for a permanent ceasefire. But rather than being serious with negotiating for a ceasefire, they now brought a new strategy of targeting the civilian population in Russia," the expert added.
