The bill, dropped by Nigeria's House of Representatives, proposed a fine of up to $63 or up to six months in jail for not voting.
"Rather than compel participation, I am committed to exploring positive incentives and innovative approaches that will make voting more attractive and accessible to all Nigerians," speaker of the house Abbas Tajudeen noted.
The decision allows for further dialogue on how best to strengthen democracy and civic engagement in Nigeria, the official added.
The bill reportedly faced strong public and political backlash over its constitutionality and feasibility.
