Russia Continues to Develop Draft Memorandum on Ukraine Settlement

Russia will hand the document over to Kiev as soon as it is ready, the spokeswoman added.
"Russia continues to develop a draft memorandum regarding a future peace treaty, defining a number of positions, such as principles of settlement, the timing of a possible peace agreement, a potential ceasefire for a certain period of time in the event that, I emphasize, appropriate agreements are reached," Russian Foreign Ministry spokeswoman Maria Zakharova told reporters.
The memorandum on Ukraine, which Russia is currently drafting, will contain principles and terms of the settlement, as well as conditions of a ceasefire, she added.
Moreover, Russia expects Kiev to send its developments on memorandum at same time as Moscow.
"We expect that the Ukrainian side is conducting the same work and will send us its developments simultaneously with the receipt of the Russian document," Zakharova said.
Kiev Showing Its Insignificance by Attacking Civilians in Russia
Kiev is trying to show that it can negotiate from a position of strength by attacking the civilian population of Russia, but in reality it is only demonstrating its absolute insignificance, Zakharova said.
"The Kiev regime is using terrorist methods to create the illusion of its ability to negotiate, as they put it, from a position of strength. In reality, they are demonstrating their inability to do anything and, in addition to everything else, their absolute worthlessness and misanthropic nature," Zakharova said during a briefing.
