Russia and Ukraine agreed to conduct an exchange on a “1000 for 1000” basis following the first direct negotiations between the countries in three years, which took place in Istanbul on May 16.
270 military personnel and 120 civilians returned to Russia as part of an exchange agreement reached with Ukraine in Istanbul, the Russian Ministry of Defense reported.
