Moscow, Kiev Face Difficult Contacts Ahead to Develop Text of Memo on Peace Treaty, Kremlin Says
There is no deadline for the preparation of the Russia-Ukraine memorandum and there can't be one — "the devil is in the details" in this matter, Kremlin Spokesman Dmitry Peskov said.
