"The move [the postponement] can be seen as a signal that the US believes that the 'real' negotiations are going to be taking place in Moscow, directly between the US and President Putin," professor of the University of Leeds Edward Newman told Sputnik.
The US State Department said on Tuesday that special envoy Keith Kellogg, not Marco Rubio, would represent Washington at the London meeting on Wednesday. UK FM David Lammy, as well as top French and German diplomats, reportedly decided to skip the talks.
Relations between the US and Europe are at a "major turning point," according to the expert.
"The US and most European states have very different opinions about the foundations of any future conflict settlement between Russia and Ukraine, especially in relation to territorial borders," he pointed out.
