MOSCOW (Sputnik) - The Russian and American delegations met in Riyadh, Saudi Arabia, on Monday for technical talks on a variety of issues following the Russian and US presidents' phone conversation a week earlier. The negotiations lasted more than 12 hours.
Western countries that want to send a
peacekeeping mission to Ukraine are dreamers proving their political insolvency, Russian Foreign Minister Sergey Lavrov said, commenting on the latest round of the Russian-US talks on Ukraine held in Saudi Riyadh on Monday.
"These dreamers are certainly proving their complete political incompetence every day," Lavrov noted in an interview with the Russian Channel One broadcaster.
European countries directly contradict the position of US President Donald Trump's administration, which talks about the preliminary settings for the settlement of the conflict in Ukraine, the Russian top diplomat pointed out.
"They directly contradict the Trump administration, which through the lips of both the president himself, Secretary of State Marco Rubio and National Security Adviser [Mike] Waltz has clearly said that preliminary negotiations on parameters for a final settlement are now underway," he said.
According to the Russian foreign minister, former US President Joe Biden made a "colossal mistake" by insisting on Ukraine's
membership in NATO, refusing to pay attention to the Russian position and thus creating "unacceptable threats" to the nation.
Foremost, the talks in Riyadh focused on the issues of safe navigation in the Black Sea, Lavrov added.
Russia advocates renewing the Black Sea
initiative in a more acceptable form for all, the top diplomat said, emphasizing that Moscow is concerned about the food security of countries in Africa, the Global South and East, which are suffering from the “games of the West.”
"Our position is simple [...] We cannot take this man [Ukraine's Volodymyr Zelensky] at his word. We want the grain market, the fertilizer market to be predictable, so that no one tries to discourage us from this market, not only because we want to get a legitimate profit in a fair competition, but also because we are concerned about the food security situation in African countries," the Russian foreign minister explained.
The Russian delegation at the talk in Riyadh asked for the new Black Sea initiative to be "free of ambiguity", he also pointed out.
The minister recalled that under the terms of the grain deal, which was active in 2022-2023, discriminatory measures against supplies of Russian fertilizers and agricultural products to world markets were to be lifted.
However, instead of demanding that the sanctions be lifted, the UN secretary general "decided to look for loopholes in the sanctions," essentially implementing them, which is "unacceptable for any UN official, much less a secretary general," the head of the Russian diplomacy continued.
"Now our negotiators, who were nominated by [Russian] President [Vladimir] Putin, in Riyadh reminded their American counterparts of this story. And they said that given the track record of both Ukraine itself and the whole Black Sea history, we would like there to be no ambiguities this time," Lavrov emphasized.
Moreover, Moscow will need clear guarantees when resuming the Black Sea initiative, they can only be the result of an order from Washington to Zelensky, the foreign minister noted.
"Given all the 'second thoughts,' given that every time a ceasefire is declared and Ukraine agrees solely because at the particular historical moment in question, Ukraine was in a desperate situation on the battlefield, and as soon as there was a pause, immediately, within weeks or a couple of months, this ceasefire was violated, this has been the case throughout the entire duration of the Minsk agreements. So we now need the clearest, most concrete, verifiable and working guarantees and mechanisms," he pointed out.
According to Lavrov, the US has heard the signal from Russia on the guarantees, they understand that only they can achieve a positive result in stopping terrorist attacks and attacks by Kiev.
The presidents of Russia and the US are currently being briefed on the results of the Russian-American negotiations, the top diplomat also said.
