Sergey Lavrov is a Russian diplomat serving as the country's foreign minister since 2004, the longest-serving top diplomat since the Soviet era. A graduate of MGIMO, he speaks multiple languages including, Sinhala, Dhivehi, English, and French.
Russian President Vladimir Putin signed a decree awarding Russian Foreign Minister Sergey Lavrov with the Order of St. Andrew, the highest order of the country.
According to the decree, the award is given "for outstanding services to the Fatherland, a significant contribution to the development and implementation of the Russian Federation's foreign policy, and many years of fruitful public activity."
