In 2019, the government of Zimbabwe, led by President Emmerson Mnangagwa, launched Vision 2030, an ambitious national development strategy that aims to transform the country into an upper-middle-income economy by 2030. The plan focuses on sustainable growth, social equity, and inclusive prosperity.
Zimbabwe is drafting a new social media law to address concerns about unregulated use and improve social media governance, which is lacking across Africa, Information, Publicity and Broadcasting Services Minister Jenfan Muswere said.
He criticized the current unregulated environment, saying that it allows "ghost accounts" to demonize the country and that some former journalists have become biased "cashvists" lacking journalistic integrity.

The ministry aims to effectively govern social media with new legislation holding users accountable, Muswere added. He also asserted that Zimbabwe's existing governance structure ensures access to information through various officials.
