The suspension of the processing of mining permit applications, which has been in place since November 2022, will be partially lifted as of March 15, Mali's Ministry of Mines, Energy and Water Resources said on Saturday. The move to partially waive the permit processing suspension comes amid reforms to streamline the mining cadaster and strengthen sector governance, the ministry noted. The Malian Ministry of Mines will process applications for renewal of exploration and mining licenses; applications related to the transition from the exploration phase to the mining phase; and applications for direct or indirect transfer of mining licenses under the 2023 mining code, while new permit applications and exploration permit transfers will remain excluded. In August 2023, Mali's President Assimi Goita adopted a revised mining code, which aims to increase the state's share of mining revenues and to eliminate tax exemptions for mining companies. The new code increased the maximum stake for state and local investors from 20% to 35%, and also included provisions for a 10% government stake in mining projects, with an additional 20% purchase option within two years of production, and a 7.5% sales royalty if gold prices exceed $1,500 per ounce.

The Malian Ministry of Mines, Energy and Water Resources suspended the issuance of mining permits nationwide on November 28, 2022, as part of its efforts to improve the procedure and monitoring.
The suspension of the processing of mining permit applications, which has been in place since November 2022, will be partially lifted as of March 15, Mali's Ministry of Mines, Energy and Water Resources said on Saturday.
"The minister of mines hereby informs all mining sector stakeholders that the suspension of administrative processing for requests related to mining permits (applications, renewals, or transfer authorizations), in effect since November 28, 2022, is partially lifted effective March 15," the ministry said in a statement.
The move to partially waive the permit processing suspension comes amid reforms to streamline the mining cadaster and strengthen sector governance, the ministry noted.
"This decision follows significant efforts to streamline the mining cadaster and marks a major milestone in implementing reforms initiated by the transitional government to ensure rigorous governance of the mining sector," the statement read.
The Malian Ministry of Mines will process applications for renewal of exploration and
mining licenses; applications related to the transition from the exploration phase to the mining phase; and applications for direct or indirect transfer of mining licenses under the 2023 mining code, while new permit applications and exploration permit transfers will remain excluded.
