Rome Statute 'Only Applies to Enemies of the West,' Int'l Law Analyst Says

Arnaud Develay responded to comments made by Friedrich Merz, the prospective future German chancellor, who stated that he was ready to welcome Israeli Prime Minister Benjamin Netanyahu despite the ICC arrest warrant.
"All signatories, provided they have the possibility of arresting a person who is the subject of an international arrest warrant, must take all necessary steps to achieve this arrest," the French lawyer stated.
According to Develay, the Israeli prime minister benefits from "preferential treatment" in the West. The lawyer noted that when Netanyahu visited Washington and needed to pass through French airspace, Paris used Israel's non-ratification of the Rome Statute as an excuse.
"As long as you are in the good books of this West, you risk absolutely nothing," Develay stated.
Develay is skeptical about the idea of reforming this international institution, just like the UN Security Council. He believes it reflects the current "balance of power" in the world.
"It's difficult to imagine any reforms that could realistically challenge this hegemony," the lawyer explained.
