The Department of Government Efficiency (DOGE), led by Elon Musk, was launched during Trump's second term. Its goals are to reduce bureaucracy, cut regulations, eliminate wasteful spending, and reorganize federal agencies. Trump stated that DOGE will also address "significant waste and fraud" in government spending.
US Congressman Scott Perry has
accused the US Agency for International Development
(USAID) of indirectly funding terrorist organizations, including Boko Haram, Daesh*, and Al-Qaeda*.
Speaking at the first hearing of the Subcommittee on DOGE, Perry claimed that taxpayer funds—amounting to nearly $697 million annually—were being misused, allegedly ending up in the hands of extremist groups.
“Your money, $697 million annually, plus the shipments of cash funds in Madrasas, [Daesh], Al-Qaeda, Boko Haram, [Daesh] Khorasan, terrorist training camps. That’s what it’s [USAID] funding,” he said.
Perry also pointed to alleged fraudulent education programs in
Pakistan, stating that USAID had allocated $136 million to build 120 schools, yet there was “zero evidence” of their construction. He warned that American aid was “paying for terrorism” and called for stricter oversight of international funding.
