After the failure of Angolan mediation efforts, the M23 anti-government armed group has resumed an offensive in the eastern DRC in recent weeks. The Congolese authorities accuse neighboring Rwanda of supporting the rebels and urge it to withdraw its troops from the country. Rwanda has denied all the accusations. The most severe clashes are being waged in the province of North Kivu, namely in the city of Goma. According to the latest figures from ForeignAssistance.gov, a US government website promoting transparency, in 2024, USAID set aside $1.34 billion, out of a total of $35.4 billion, for the Central African country, putting it in second place right after Ukraine, with its $6 billion. For comparison, in 2023, the DRC was in fifth place with $943 million, and in 2022 it was in eighth place, receiving only $837 million. Most of the requested funds for 2024, $868.7 million, are dedicated to helping the country with emergency response. This is followed by funds for dealing with AIDS and basic health issues, $92.5 million and $87.7 million, respectively. Led by tech billionaire Elon Musk, who recently called USAID a "criminal organization," the newly established Department of Government Efficiency has focused on shutting down the US agency that provided financial assistance globally.
