Extrajudicial killings and enforced disappearances remain a major concern in Kenya despite a robust legal framework, according to a 2021 governmental report. Challenges include weak inter-agency cooperation, lack of witness protection during investigations, and inadequate resources for oversight bodies.
President William Ruto has reaffirmed his administration’s commitment to ending extrajudicial killings in Kenya, emphasizing that any criminal activities, whether perpetrated by civilians, criminals, or law enforcement, must be thoroughly investigated.
Speaking during the burial of National Assembly Speaker Moses Wetangula's mother in Bungoma on Friday, Ruto highlighted his government’s efforts to uphold the rule of law and prevent a return to the grim cases of bodies being discovered in rivers such as Yala and Tana.
“We must get to the bottom of any criminal activity in Kenya,” Ruto said, underscoring that justice must apply equally to all.
He assured the public that extrajudicial killings will not occur under his administration, reiterating a key pledge from his campaign manifesto.

As part of his efforts to address the issue, Ruto noted that his government had taken significant steps to strengthen the independence of the National Police Service. By transferring its operational budget and financial independence from the Office of the President to the Inspector General of Police, the administration aims to ensure law enforcement can operate without undue influence, making independent decisions on investigations and prosecutions.
The president also called for a collective effort to maintain peace and democracy, urging Kenyans to embrace a measured approach to public discourse, particularly on social media.
“This will make sure that Kenya’s democracy does not become chaotic, abusive and democracy that undermines the rule of law,” he said.
Ruto emphasized that the government will continue to support institutions responsible for upholding the law, ensuring that peace and justice are safeguarded for all citizens.
Concluding his address, the president expressed confidence in his administration's adherence to the rule of law and urged all Kenyans to do the same, stressing that this is vital for sustaining the country’s democracy.
