The government of Uganda has earmarked Shs180 billion ($49.2 million) for the construction of the Karamoja Peace and Technology University (KAPUTU) in the northeastern Uganda region, known for its lack of roads and accessibility challenges.A recent special cabinet meeting at State House saw Museveni direct the allocation of Shs180 billion towards this initiative led by the Catholic Church of Kotido diocese under Rt. Rev. Dominic Eibu. The government envisions the university fostering peace and enhancing education in the Great Lakes region.KAPUTU plans to offer a diverse range of courses, including computer science, applied technology, oil, gas, and metals industry studies, education, peace and security studies, environment, agriculture, veterinary medicine, health sciences, business, entrepreneurship, and law.In a letter dated December 18, Bishop Eibu announced that the Uganda Episcopal Conference praised the government’s commitment for the 2025/26 financial year, highlighting the university as a "game changer" for regional transformation.

On August 18, 2023, President Museveni, represented by Vice President Jessica Alupo, launched the construction of the university in Losilang ward, Kotido municipality.
