Ministerial delegations from Rwanda and the Democratic Republic of Congo (DRC) signed a key document to advance the peace process in eastern DRC when they met on Monday in the Angolan capital Luanda under the mediation of Angola's government to analyze the issue of security and peace in the east of the DRC, the Ministry of External Relations of Angola said in a statement.Following a fragile truce brokered by Angola in August, the signed document is a concept of operations outlining Rwandan troop disengagement from the territory of Congo, which accuses Rwanda of supporting the M23 rebel group, while Kigali denies its involvement and accuses Kinshasa of providing aid to the Democratic Forces for the Liberation of Rwanda (FDLR), which operates from Congolese territory, media reports noted.While the ministry did not provide any detail of the agreement, a previous draft reportedly linked Rwandan withdrawal to the dismantling of the FDLR militia.
