MOSCOW (Sputnik) - Russian President Vladimir Putin on Saturday signed a law banning the adoption of children from Russia by citizens of countries where gender reassignment is legal.
The amendments are being made to the Russian Family Code to prohibit adoption and taking custody of Russian children by citizens of countries where gender reassignment is allowed through medical interventions, including the use of drugs to change it, as well as the "formation of primary and secondary sexual characteristics of the opposite sex." This includes changing the gender on the identity documents of foreign citizens without appropriate medical intervention.
The document has been published on the official website of legal acts.
Furthermore, Putin on Saturday signed a law banning the propaganda of "childfree ideology" on the internet, in mass media, films, and advertisements.
The law provides for the inclusion of a website or information source in the unified register of prohibited content maintained by the Russian media watchdog Roskomnadzor, if information promoting childlessness is detected. In addition, a distribution certificate for a film will not be issued if the content of the film is deemed to be propaganda against childbirth.
The Russian authorities will also have to take measures to protect children from this ideology, according to the law.
Putin has also signed a law providing for fines of up to 5 million rubles ($48,000) for violating the ban on propaganda of "childfree ideology."
