The practice of annual presidential addresses to the Federal Assembly (the Russian parliament) was established in the Constitution of 1993. It provides for the President to deliver annual messages on the situation in the country and the main directions of the domestic and foreign policy of the state.
Sputnik Africa is live as the Russian President Vladimir Putin addresses the Russian Parliament.
The speech is the 29th in the history of post-Soviet Russia and the 19th for President Putin.
Usually, during his speech at such an event the head of state summarizes the results of the year, outlines the most important aspects of foreign and domestic policy, expresses his view of the world situation, comments on certain legislative initiatives, and outlines the vector of further development of the country in the near future.
The event usually brings together members of both houses of parliament, ministers, representatives of the Constitutional and Supreme Courts, governors, representatives of religious associations and public figures. This year's event is attended by participants of the special military operation in Ukraine.
In his last year address, Putin announced that Russia was suspending its participation in the Strategic Arms Reduction Treaty. The president also addressed the issue of the special military operation, explaining in detail the reasons for its launch and promising assistance and support to its participants. In addition, the Russian leader criticized Europe and the United States for their attempts to arm Ukraine.
