The dispute between Rwanda and the DRC concerns the operations of the M23 rebels in eastern DR Congo. Kinshasa has repeatedly accused Rwanda of supporting the rebels, while Kigali denies any links to the movement.
The President of the Democratic Republic of the Congo, Felix Tshisekedi, expressed his willingness to meet with his Rwandan counterpart, Paul Kagame, to address the instability in eastern DR Congo, the Angolan government's press-center said, following a meeting in Luanda between Tshisikedi and Angolan President Joao Lourenço.
The press center cited Angola's Foreign Minister Téte António, who also attended the meeting to discuss the situation in East Africa.
"The aim of the meeting is to put an end to the crisis in the east of the Democratic Republic of Congo and to return to a lasting peace between the two countries," the minister said.
Antonio added that the responsibility for the meeting lies with the Angolan government as the facilitator of the process.

Rwanda Refutes Allegations by France of Supporting M23 Rebels in DR Congo
Earlier, during the 37th Summit of the African Union, a mini-summit on the situation in the east of the DRC was held at the initiative of the Angolan president, bringing together several heads of state and government.
Following the mini-summit in Addis Ababa, Lourenço met separately with Presidents Kagame and Tshisekedi the next day to discuss the regional conflict.
At the time, the Angolan leader noted the deteriorating security situation in eastern DRC.

"We have seen the deterioration of the situation in the east of the DRC, where M23 is trying to occupy new territories in this region, in clear violation of what was established in the Luanda and Nairobi processes, destroying all the efforts and initiatives developed in recent years," said the Angolan statesman," Lourenço said during the AU summit.

The Luanda Roadmap is a document adopted in the Angolan capital on July 6, 2022, during the tripartite summit of the International Conference on the Great Lakes Region between Angola, the DRC and Rwanda, which points the way to peace in the eastern DR Congo.
Ongoing violence in the Democratic Republic of the Congo linked to various rebel groups, most notably the M23, has resulted in significant population displacement, with millions of people forced from their homes, according to the UN humanitarian agency OCHA.
