Ministers of Burkina Faso, Mali, Niger Meet to Discuss Confederation Treaty - Ouagadougou

In September 2023, the leaders of Mali, Burkina Faso and Niger signed a charter establishing the Alliance of Sahel States (AES) to create "a collective defense architecture." A few months later, the three nations announced their withdrawal from the Economic Community of West African States (ECOWAS) in a joint communiqué.
OUAGADOUGOU (Sputnik) - Some 20 Burkinabe, Malian and Nigerien ministers have met in Burkina Faso's capital, Ouagadougou, to prepare a treaty to proceed with the establishment of a confederation of the three states, the Burkinabe Foreign Ministry said on Thursday.
"The meeting that brought together some 20 ministers from the three countries, including Burkinabe Foreign Minister Karamoko Jean-Marie Traore, is intended to become a framework that aims to revisit the charter of the Alliance of Sahel States and work out a treaty that establishes a confederation uniting the three countries — Burkina Faso, Mali and Niger," the ministry said in a statement on social media.
The release quoted Nigerien Defense Minister Gen. Salifou Modi as saying that the meeting would "create an institutional structure" for the Alliance of Sahel States, adding that this mechanism would allow the alliance and confederation to "function effectively to the great joy of the populations" of the three countries.
Burkinabe news agency AIB reported that the meeting in Ouagadougou enabled the delegations of the three countries to examine the political environment formed after the decision of Burkina Faso, Mali and Niger to withdraw from the Economic Community of West African States.
In late January, Burkina Faso, Niger and Mali said in a joint statement that they were withdrawing from ECOWAS. They called the bloc a "threat" to its member states and criticized it for imposing "illegal, illegitimate, inhumane and irresponsible" sanctions on the three countries. The next day, the trio reportedly sent formal notifications about their withdrawal to ECOWAS.
The three West African nations were targeted with sanctions by ECOWAS after it demanded the restoration of civilian governments following coups in Mali in 2020, Burkina Faso in 2022, and Niger in 2023.

According to the document, an attack on the sovereignty or territorial integrity of one or more parties to the charter will be regarded as aggression against the other parties and will require their assistance, including the use of military force.
