Since 2013, the Central African Republic (CAR), a landlocked country in Central Africa, has been plagued by violence and instability. To address the situation, the CAR government requested Russian assistance to help restore security in the African nation.
The Central African Republic has denounced the United States intention to deploy weapons on its territory without Bangui's prior consent, CAR Foreign Minister Sylvie Baipo-Temon told Sputnik Africa in an interview.

"The US has notified the Security Council to allow [Washington] to place weapons, radio communications and other equipment on the territory of the CAR for a number of operations as part of [the US'] activities," the country’s top diplomat said.

Minister Baipo-Temon highlighted that "the CAR was not informed about the US plans" and therefore, it is once again "the double standards of the Security Council."
"Normally, the state itself requests such measures in accordance with its needs. Other states do not decide what to send. Then they tell us that we are sending weapons, doing something... The CAR is a sovereign state, one must work with it, must agree to work with it, in any case," she added.
In August 2018, the CAR and Russia officially signed a military cooperation agreement that will enable Moscow to train the CAR army and send military advisers to the African country. The military cooperation agreement was approved by the UN Security Council, which had previously imposed an arms embargo on the CAR since 2013, in response to violence and instability in the country.
