These policies include, among other things, police raids on homes and seizure of citizens' personal devices. Such measures are the result of the NGOs' claims about an increase in "hate crimes" in the regions, Scallan wrote, adding that the endgame of the claims is to promote legislation which will "restrict freedom" and "make it easier to secure prosecutions and convictions."
