Israel-Palestine Escalation
Israel was hit by an unprecedented rocket attack from the Gaza Strip on October 7, with Hamas movement's troops infiltrating border areas. On October 8, the Israeli government announced that it had invoked Article 40 of the Basic Law, which means the country was officially in a state of war.

MOSCOW (Sputnik) - Earlier in the week, Israeli Prime Minister Benjamin Netanyahu announced that during the second phase of the war against the Palestinian resistance movement Hamas, the Jewish state's ground forces moved through the Gaza gate into the northern part of the Strip. He added that the next phase would focus on expanding into the Strip.
Israel has entered the third stage of its war against Palestinian Hamas movement, Israeli Prime Minister Benjamin Netanyahu said on Monday.
"We are in the midst of the war. We have set the clear goal of destroying Hamas's military and governing capabilities. We are doing this systematically. The first blocking stage is over. The 2nd stage, pounding them from the air is continuing all the time. The 3rd stage – the IDF has expanded its ground incursion inside the Gaza Strip. It is doing so in measured, very powerful, steps making methodical, step-by-step progress," Netanyahu was quoted as saying by his office.
On October 7, Palestinian group Hamas launched a surprise large-scale rocket attack against Israel from the Gaza Strip and breached the border, killing and abducting people in neighboring Israeli communities.
Israel launched retaliatory strikes and ordered a complete blockade of the Gaza Strip, home to more than 2 million people, cutting off supplies of water, food, and fuel. The blockade was later eased to allow trucks with humanitarian aid into the Gaza Strip. The escalation of the conflict has resulted in thousands of people killed and injured.

Pentagon, US State Dept. Tracking Settler Violence in West Bank Very Carefully
US Secretary of State Antony Blinken and Defense Secretary Lloyd Austin told senators on Tuesday that they are very carefully tracking Israeli settler violence in the West Bank and have raised this issue in talks with their Israeli counterparts.
“The [US] President [Joe Biden] himself has been very clear, very direct, and very explicit about our concerns about extreme settler violence and the impact that's having on the West Bank... We've seen that people have been … forcibly displaced from their communities as well as killed. So, this is something that we are in direct communication and conversation with the Israeli government at the very highest levels, and something we're tracking very carefully,” Blinken said during a Senate Appropriations Committee hearing.
Austin noted that reports about violence in the West Bank are “fairly disturbing” and added that it will work against the Israelis going forward if they do not find a way to control the situation better.

Blinken Says Palestinian Authority is Best Option to Govern Gaza
US Secretary of State Antony Blinken said on Tuesday that the Palestinian Authority taking over Gaza's governance and security would “make the most sense” after the current conflict with Israel ends.
“What would make the most sense would be for an effective and revitalized Palestinian Authority to have governance and ultimately security responsibility for Gaza,” Blinken said at a Senate Appropriations Committee hearing.
He said that having Hamas or Israel run Gaza were not options.
If the Palestinian Authority was not a possibility, he suggested that there could be temporary governance and security arrangements led by other countries in the region or international agencies, but ultimately, there would need to be a two-state solution.

Blinken Says US Has 'Robust' Monitoring System for Gaza Aid
US Secretary of State Antony Blinken insisted on Tuesday that the US has a “robust” monitoring system to prevent assistance via the UN to Gaza from ending up in the hands of Hamas.
“We have a robust monitoring inspection verification system for the assistance that goes to any international organization,” Blinken said at a Senate Appropriations Committee hearing.
At the same time, Blinken demurred when he was repeatedly pressed by Senator Bill Hagerty to “guarantee” that no US taxpayer money went toward funding Hamas’ October 7 attack on Israel.
Hagerty argued that Hamas controlled all foreign aid money for Gaza, either by taxing or diverting it.

ICRC Calls All Israeli Requests to Evacuate Gaza Hospitals Just Impossible
All Israeli requests to evacuate hospitals in the Gaza Strip are just impossible, a spokeswoman for the International Committee of the Red Cross (ICRC), Alyona Synenko, told Sputnik on Tuesday.
"When hospitals are asked to evacuate not everyone can leave even if evacuation warnings are given. The wounded, the sick, the elderly, those who are tied to a hospital bed – are not able to simply move. IHL requires not only that warnings are issued but that they are timely and clear, and that people have a safe way to leave. In Gaza right now evacuating a hospital – hospital beds, patients, critical life-support systems – is virtually impossible and everything must be done to protect healthcare facilities and spare them from any harm," Synenko said.

Blinken Says US Anticipates ‘Spillages’ of Humanitarian Aid Delivered to Gaza
US Secretary of State Antony Blinken said on Tuesday that Washington is confident that humanitarian aid delivered to Gaza will somehow end up in the hands of Hamas, but nevertheless believes that the overwhelming majority of assistance will be getting to people in need.
“Can I promise you in this committee that there will be 100% delivery to the designated recipients? No, there will inevitably be some spillage. We haven't seen it to date, but I think we have to anticipate that, But the overwhelming majority of assistance thus far is getting to people who need it, and we need more,” Blinken said during a Senate hearing.
To date, neither the United Nations nor Israel has seen any evidence of the humanitarian assistance being diverted to Hamas or any other actors in the region, Blinken added.

Israeli National Security Adviser Says No Way Yet to Free Hostages Under Qatar Mediation
There are no opportunities for concluding an agreement on the release of hostages in the Gaza Strip under the mediation of Qatar at the current stage, Israeli National Security Adviser Tzachi Hanegbi said on Tuesday.
On Monday, Axios reported that David Barnea, the director of Israeli intelligence agency Mossad, visited Qatar over the past weekend to discuss Doha’s mediation in talks on releasing Israeli and foreign hostages taken by Hamas to the Gaza Strip during the October 7 attack.
"Qatar has realized that [Palestinian movement] Hamas is deceiving them and the possibility of reaching an agreement is currently not visible on the horizon. We do not reject any of the opportunities for the release of the hostages," Hanegbi told a briefing.

Blinken Says ‘Humanitarian Pauses’ Must Be Considered in Gaza
US Secretary of State Antony Blinken said on Tuesday that “humanitarian pauses” must be considered amid the ongoing hostilities in Gaza after Israel began its ground military operation in the Palestinian enclave.
“Food, water, medicine, and other essential humanitarian assistance for civilians must be able to flow into Gaza. Civilians must be able to stay out of harm’s way – a task made even more difficult as Hamas uses civilians as human shields. And humanitarian pauses must be considered,” Blinken said in prepared testimony to Congress.
