US envoy to South Africa Reuben Brigety claimed on May 11 that the Russian ship had collected armaments from the Simon’s Town Naval Base in South Africa in December. In response, South Africa appointed an independent expert commission of three to investigate the situation.
South African President Cyril Ramaphosa received the final report of the investigation into the Russian ship Lady R on Friday, presidential spokesperson Vincent Magwenya confirmed to local media.
The report was conducted by an independent three-member panel led by retired South African judge Phineas Mojapelo at the request of President Ramaphosa in May, following public allegations by the US ambassador to South Africa that it loaded with South African weapons while docked at the Simon's Town Naval Base on December 9, 2022. The American diplomat later apologized for the scandalous claims.
Ramaphosa's spokesman said the report was confidential, and its partial publication was possible at the discretion of the president.

South African media, citing sources, said that among the report's findings was that South Africa did not ship weapons to Russia via a Russian cargo ship. Rather, the Lady R was loaded only with food for the return trip and unloaded light weapons for the South African National Defense Force (SANDF) that had been ordered before the COVID-19 pandemic.

The sources stressed that the old order for weapons was to be used by the SANDF Special Forces in Mozambique. The decision to equip part of the South African special forces with Russian weapons was based on the standardization of ammunition with Mozambican ammunition during the operation of Southern African Development Community forces against extremist groups in the country.
