The Ezulwini Consensus and the Sirte Declaration were signed in 2005 and 1999, respectively; there, African Union member states resolved that Africa should be accorded two permanent seats in the UN Security Council (UNSC), but this appeal has fallen on deaf ears.
Africa should be given two permanent seats at the United Nations Security Council, Thomas Tayebwa, deputy speaker of the Ugandan parliament, argued during the 63rd Organization of African, Caribbean, and Pacific States (OACPS).

"There are no permanent members from Latin America or Africa, and China is the only Asian member […] this damages the legitimacy of the Security Council if it is seen as a forum dominated by the West and great powers, where the global south and smaller states are marginalized," the politician stated. "This has no standing in any modern society; we cannot continue living in the era of 1945 before most of us were born."

He emphasized that the UN Security Council's lack of representation was evident during the conflict in Libya.

"The Security Council has been reduced to settling quarrels between big states and superpowers but when it came to the invasion of Libya, you did all you could and you made a mess [of Libya]," Tayebwa noted.

According to Tayebwa, the continent's agenda to combat climate change, instability, terrorism, and poverty has been hindered by Africans' continuing exclusion from permanent representation in the Security Council.
He outlined that these issues are discussed in a body where the region doesn't have permanent representation.

Tayebwa's position was supported by Zimbabwe's Deputy Senate President, General Michael Reuben Nyambuya, who said that the amendments were essential for ensuring equity in representation.
"An enlarged council should include at least two permanent seats and five non-permanent seats for Africa; the current dispensation is not democratic and makes a mockery of the lectures which we get on democracy," he said.
There are 15 nations on the Security Council at the moment. Five of them – Russia, China, the United Kingdom, the United States, and France – are permanent members having veto power.
Ten seats are reserved for non-permanent members, who can vote but lack the ability to veto decisions.
Any amendments to include other nations, even those approved by the United Nations General Assembly, still need the consent of the five permanent members.
Earlier this month, South Africa's Foreign Minister Naledi Pandor emphasized that African nations ought to be better represented on the council. Most African countries, as well as other countries across the world, share this viewpoint.
For example, Russia has consistently called for UN reform by encouraging more involvement from developing nations.
Speaking before the Security Council in May this year, Russia's Foreign Minister Sergey Lavrov, suggested accelerating the change by enlisting more countries from Asia, Africa, and Latin America.
"The current over-representation of the West in this main body of the UN undermines the principle of multilateralism," Lavrov outlined.
