Russia always reiterated its readiness for dialogue. That said, Moscow is not going to follow "foreign conditions" on this matter, Presidential Spokesman Dmitry Peskov cautioned earlier. As the Kremlin noted, Ukraine’s acknowledgement of "the de-facto situation and the new realities" is a must.
Ukraine was ready to make peace with Russia, having offered its written settlement proposals, with Moscow approving them in principle. However, the United States immediately stepped in and cranked up pressure on Kiev, pushing the Zelensky regime to back down, explained Nikolay Patrushev, Secretary of the Security Council of the Russian Federation.

"Even Ukraine's leaders were ready to conclude a peace treaty and gave Russia proposals in writing, which we approved in principle," Patrushev told reporters after a meeting of secretaries of CSTO member Security Councils with Belarusian President Alexander Lukashenko in Minsk.

Back then, the Ukrainian negotiators put forward their proposals for peace "in the morning," but eventually "in the evening they said no, we reject them."

"This was only because the United States put pressure on them and told them not to negotiate," Patrushev added.

Moreover, Patrushev went on to say that the United States and the United Kingdom are interested in further fuelling the conflict in Ukraine.
The top official, in contrast, noted that neither the people of Ukraine, nor the people of Russia are interested in the hostilities dragging on.
"But for some reason the conflict is unfolding, and for some reason it started," the Russian security official pointed out.
"I'm giving you the name of the country that is primarily interested - this is the United States, and also England," he noted.
On Wednesday, Russian Foreign Ministry Spokeswoman Maria Zakharova said that Moscow did not need to be encouraged to negotiate on Ukraine, since it had never inhibited the peace talks. What's more, everything hinges on the willingness of Kiev and the West to discuss "the new geopolitical realities."

"As far as resolving the Ukrainian crisis goes, it is important to understand that Russia does not need to be induced to negotiate, since it has never blocked them [the peace talks]. Today, the resumption of the negotiation process broken off by the Kiev regime depends solely on the readiness of the Ukrainian authorities and their Western bosses - or maybe even [their] Western bosses most of all - to seriously discuss the new geopolitical realities," she said during a briefing.

According to Zakharova, Moscow does not yet see such readiness.
The aforementioned Russian-Ukrainian negotiations took place in Turkey on March 29, 2022. Prior to this, representatives of the countries met several times in Belarus. During that event, the parties voiced their demands and proposals, and Ukraine declared its desire for a neutral and non-nuclear status. However, as soon as progress began to be made in the negotiation process, Kiev withdrew from the talks.
