Ukraine, US Not Concerned About Food Security in Africa, Says Russian Foreign Ministry

The UN, Russia, Ukraine, and Turkiye launched the Black Sea Grain Initiative, also known as the Grain Deal, in Istanbul in July 2022 for a period of three months. The main goal of the deal was to create a reliable transportation framework for the export of grain, food-related products, and fertilizers from Black Sea ports to global markets.
Russian representatives in the Joint Coordination Center in Istanbul, Turkiye "fight" to include in the Black Sea Grain Initiative primarily cargoes bound for Africa, while Ukrainian representatives insist on the priority registration of the largest ships, focusing only on obtaining maximum benefits, said Russian Foreign Ministry spokeswoman Maria Zakharova.

"Most of the Ukrainian grain exported since last August (which is more than 30 million tons) has been sent to well-fed developed countries, mainly European Union states. And only 2.5 percent went to the most needy countries in Africa with the help of the UN World Food Program," Zakharova said.

She noted that Russian delegates at the Joint Coordination Center in Turkiye "are literally 'fighting' to include in the 'Black Sea Initiative' primarily cargoes going to Africa."
"Ukrainian representatives, on the contrary, insist on priority registration of the largest ships, focusing only on getting the maximum benefit. They are not interested in hungry people in Africa. Neither are they interested in the supply of ammonia to Africa for the production of fertilizers, which are so urgently needed by tens of millions of African farms. Russia is ready to launch the Tolyatti-Odessa ammonia pipeline without delay, within a few days, while Kiev has been delaying it for almost a year, imposing new conditions," she added.
According to Zakharova, Kiev, "with the full support of Washington and its allies, does not give a damn about the interests of food security and the fight against hunger in Africa."

Grain Deal Used to Cover Up Ukraine Exports to Well-Fed Countries, Says Moscow
"For our part, we are open to a frank and honest discussion with everyone, especially with our African friends, about the real causes and culprits of the situation that threatens Africa with hunger, about the obstacles that we must overcome in order to ensure the unconditional implementation of our international commitments to supply food, fertilizers and other strategic goods to the countries that need it most," she assured.
The Black Sea Grain Initiative, signed on July 22 by representatives of Russia, Turkiye, Ukraine and the United Nations, provides for the export of Ukrainian grain, food and fertilizer through the Black Sea from three ports, including Odessa. The Joint Coordination Center in the Turkish city of Istanbul is responsible for coordinating the movement of the ships. Russian President Vladimir Putin pointed out in September that the West exports most of Ukraine's grain to its own states, not to needy countries in Africa.
The grain initiative is part of a package deal. The second part of the package, a three-year Russia-UN Memorandum, provides for unblocking Russian exports of food and fertilizers, reconnecting the Russian Agricultural Bank to SWIFT, resuming deliveries of agricultural equipment, spare parts and service to Russia, restoring the operation of the Togliatti-Odessa ammonia pipeline and a number of other measures. Moscow says this part of the package deal has not been implemented so far.
