The CFE Treaty was signed shortly before the end of the Cold War and stipulated limits on a number of key categories of conventional military equipment in Europe.
In 1999, an updated version of the treaty, known as the Agreement on Adaptation of the Treaty on Conventional Armed Forces in Europe, was signed at the OSCE summit in Istanbul. In order o update the treaty for the post-Cold War era, it involved setting national limits on on conventional armed forces instead of bloc-based ones. The adapted treaty was ratified by only four countries – Russia, Belarus, Kazakhstan and Ukraine.
In 2007, Russia suspended its participation in the CFE Treaty "until the NATO countries ratify the Agreement on Adaptation and begin to implement this document in good faith."
