"In terms of trying to recover foreign assets stashed abroad, the onus is upon the one who's making the claim to provide hard evidence, and there is no better hard evidence than floppy disks and financial records. So, if you have floppy disks on financial records, they can contain data on transaction account details, investment instructions. Some communications can be traced. And, sometimes, some of these foreign assets are stolen and hidden through shell entities - shell companies. Some of that information can be on the floppy disk. And, also, this can help also the Libyan government in making a claim even in the court of law that these assets are stolen assets. Also, the level of concealment of these assets also will show that if it's your own personal asset, you will not go to any trouble to learn to conceal it. All that information contained showing concealment and all those things can show that indeed these are stolen words," Dr. Gbahabo remarks.
