The report said, citing former US officials and experts inside Trump's national security circle, that Trump would consider a plan for Ukraine that would include a commitment by NATO not to expand eastward, specifically into Ukraine and Georgia.
Moreover, Trump would negotiate with Putin over how much Ukrainian territory Russia can keep.
A second Trump presidency would also seek to scale back the United States' security role in NATO, placing much of the responsibility on European partners. The United States would only play a substantial role in a time of crisis in the region.
In addition, the report said that under this proposed plan, the United States would maintain its nuclear umbrella over Europe via the US military presence at bases in Germany, England, and Turkey.
Trump may also consider a plan that minimizes the level of support NATO members receive if they do not spend 2% of their GDP on defense.
Putin has repeatedly said that Ukraine’s non-aligned status is extremely important to Russia, and NATO's expansion in Ukraine creates threats for Moscow. Putin also said that while Russia always opposed Ukraine's membership in NATO due to national security concerns, it never opposed Kiev's aspirations to join the European Union.
