Following a meeting between DRC President Felix Tshisekedi and his Angolan counterpart, Joao Lourenco, in Luanda, the Angolan presidency announced plans to mediate direct negotiations in Luanda between the DRC delegations and the M23 rebels in the coming days.It remains uncertain whether the Congolese government will join the talks, as it has previously declined to negotiate with M23. Despite this, Congo's presidential spokesperson has recognized the initiative. Meanwhile, an M23 spokesperson welcomed the move, calling it "a victory of reason," and confirmed their participation in the upcoming negotiations.Although Rwanda denies military support for the M23 group, the DRC accuses Rwanda of violating its sovereignty and territorial integrity by sending troops to support armed groups. In turn, Rwanda alleges that the DRC supports the FDLR, a group associated with the 1994 Rwandan genocide.
