The UN Security Council condemned M23 advances in eastern DRC and demanded an immediate halt of clashes, the United Nations Security Council (UNSC) President on Program of Work for January, Amar Bendjama, said in a statement after Sunday's emergency meeting on the worsening situation in the DRC. The 15-member UNSC denounced the violation of DRC's sovereignty by the external forces and urged their withdrawal. The Security Council called on Rwanda and the DRC to resume diplomatic talks and supported the AU-led Luanda mediation, the statement added.The members also emphasized the need to restart consultations under the Nairobi Process, led by Uhuru Kenyatta, to address armed groups such as M23 and find paths to regional peace and stability.The members of the Security Council are also deeply alarmed by continued occurrences of GPS jamming and spoofing activities in support of M23 operations in North Kivu, which represent an imminent risk to civil aviation safety and negatively impact the delivery of humanitarian assistance to populations in need, according to the statement.

On Sunday, the leader of the alliance of rebel forces in the DRC, which includes the M23 group, reportedly said that they had captured the city of Goma in eastern DRC, although the Congolese authorities have yet to confirm the city's capture.
The UN Security Council condemned M23 advances in eastern DRC and demanded an immediate halt of clashes, the United Nations Security Council (UNSC) President on Program of Work for January, Amar Bendjama,
said in a statement after Sunday's emergency meeting on the worsening situation in the DRC.
"The members of the Security Council condemned in the strongest terms ongoing advances by the M23 in North Kivu. […] They demanded that the ongoing offensive and advances towards Goma [in the North Kivu province of eastern DRC] immediately stop," Bendjama pointed out.
The 15-member UNSC denounced the violation of DRC's sovereignty by the external forces and urged their withdrawal.
"[The UNSC members] condemned the ongoing flagrant disregard for the sovereignty and territorial integrity of the DRC, including the unauthorized presence in the eastern DRC of external forces […] and demanded that these forces withdraw immediately […]. They urged all parties to scrupulously abide by the ceasefire," the statement read.
The Security Council called on Rwanda and the DRC to resume diplomatic talks and supported the AU-led Luanda mediation, the statement added.
"[The UNSC members] urged Rwanda and the DRC to return to diplomatic talks to achieve a lasting and peaceful resolution of the protracted conflict in the region, including by addressing respective issues pertaining to the presence of Rwanda Defense Forces in the eastern DRC and DRC support to the Democratic Forces for the Liberation of Rwanda (FDLR) respectively," it read.
The members also emphasized the need to restart consultations under the Nairobi Process, led by Uhuru Kenyatta, to address armed groups such as M23 and find paths to regional peace and stability.
"Council members also stressed the importance of resuming consultations under the Nairobi Process under the guidance of former President Uhuru Kenyatta to address the protracted issue of armed groups, including the M23, operating in the DRC, and to identify pathways to peace and stability in the region," Bendjama noted.
The members of the Security Council are also deeply alarmed by continued occurrences of GPS jamming and spoofing activities in support of M23 operations in North Kivu, which represent an imminent risk to civil aviation safety and negatively impact the delivery of humanitarian assistance to populations in need, according to the statement.
"They [UNSC members] called for an end to reported GPS jamming and spoofing and the deployment of Surface to Air Missiles, which threaten the safety and security of UN peacekeepers and impede the implementation of their Protection of Civilians mandate," Bendjama pointed out.
