In 2023, the South African cabinet chose Gazprombank Africa as a partner for the project to restart the refinery. PetroSA is a state company and holds offshore fields in the Cape Town area in Mossel Bay. Oil development started there in the 1970s.

South Africa's PetroSA Studying Feasibility of Relaunching Gas Refinery With Russia's Gazprom
MOSCOW (Sputnik) - South Africa's national energy company PetroSA said on Monday that together with Russia's Gazprombank Africa, it started studying the feasibility of reviving a gas-to-liquids (GTL) refinery located in the South African coastal city of Mossel Bay.
"The feasibility study for the refurbishment contract with Gazprombank Africa — which will provide an overview of all factors impacting on the viability of the reinstatement of the gas-to-liquids refinery — is currently underway," company spokeswoman Nonny Mashika-Dennison told the Western media.
