Talon focused on a constitutional reform, discussing a plan to limit presidential terms to a single five-year term in order to combat complacency. However, the reform was not successful.

On Friday, Benin's President Patrice Talon confirmed that he would not be a candidate for a third term, which is prohibited by the constitution.

"Once again, I repeat: no, I will not be a candidate," he said. "This question annoys me. I myself strengthened the Constitution to stipulate that no one may serve more than two terms in their lifetime."
