Rescue teams have pulled 27 people from the rubble and have made contact with 11 people still trapped underneath.
The primary focus remains on rescuing everyone trapped before moving on to a meticulous "delayering" process that involves carefully removing each floor to access additional victims, authorities said.
The building, which included an underground parking garage, collapsed around 2 p.m. local time on Monday. The cause of the collapse remains unknown, and authorities are working with construction companies to compile a list of missing people.
