Russia's deputy foreign minister and Special Representative of the Russian President for the Middle East, Mikhail Bogdanov, discussed with a Libyan politician, the head of the Ihya Libya movement, Aref Nayed, the situation in the country and the preparations for the elections in Libya, the Russian Foreign Ministry said.
The conversation took place in the United Arab Emirates, Dubai. During the discussion, the importance of an early settlement of the Libyan crisis on the basis of a national consensus of political forces in the interests of ensuring the unity, territorial integrity and sovereignty of Libya was stressed, the ministry noted.
In June 2023, in the Moroccan city of Bouznika, the Libyan "6+6" joint committee, which included members of Libya's High Council of State (HCS) and the country's parliament, agreed on presidential and legislative electoral laws. It was decided that the elections should be held within 240 days from the date of publication of the legislative framework.
After the fall of Muammar al-Qaddafi's regime, Libya descended into a political crisis and currently has two governments. One is the eastern cabinet formed by the parliament, and the other is the national unity government led by Abdelhamid Dbeibah and based in Tripoli.
Presidential and parliamentary elections scheduled for 2021 were never held in the absence of a constitutional framework.
